Someone at the factory simply put the wrong cardboard insert in the packaging. Ususally errors like this are less valuable since they aren't true variants but human error.

This is (or was) available at Wal-Mart before Christmas WITH a Toys R Us exclusive sticker on it. Don't bother with ebay, I saw a whole peg full of them and they weren't moving (with the exception of the one I picked up).
